Candidates must satisfy ONE of the following academic qualification requirements for IGNOU Ph.D. in Public Administration course:
- Master’s Degree in Social Sciences such as Public Administration / Public Policy and Governance – from a UGC-recognized university or equivalent institution.
- AND/OR M.Phil. Degree in Public Administration – candidates with M.Phil. (with both course work and dissertation) are also eligible.
- IMPORTANT: The official IGNOU SOSS shortlist notice confirms that candidates without a Master’s specifically in Public Administration (or Public Policy and Governance) were not shortlisted – rejections noted as ‘Not meeting criteria-1 (MA in Public Administration)’. General social science MA holders without Public Administration specialisation should verify eligibility carefully.
- Minimum aggregate of 55% marks (or equivalent grade) in the qualifying postgraduate degree.
- Relaxation of 5% marks (50% aggregate) for SC / ST / OBC (Non-Creamy Layer) / Differently-Abled / EWS candidates.
